Latest Analysis

The latest analysis from the Youth Sport Trust and Sport England has revealed that overall there is a five hour offer in place across 92% of SSP/CSP areas. In order to increase the take up of the offer by young people, the challenge for most areas now is to make sure it is Accessible, Attractive, Affordable and Appropriate to the needs of all young people. The Youth Sport Trust and Sport England are offering focused support to those 8% of areas where there is an unsatisfactory or partial offer in place. There are a number of regions where 5 Hour Offer plans have been deemed unsatisfactory. The West Midlands, North East and South East are areas which have been highlighted.

The Youth Sports Trust and Sport England are currently in the process of developing a simple to use local planning tool which will help SSP set local targets and trajectories at the same time as setting local development priorities.

Personalisation

To increase the take up of the five hour offer, focus needs to be placed on young people themselves. All young people need to have access to a personalised five hour offer. There is a lot of good practice happening across the PE and Sport network, all young people have different needs and preferences which continually change.

Pupil Guarantees

The Department for Children, Schools and Families has now begun the formal consultation process on the Pupil and Parent Guarantee. Several of the Pupil Guarantees, if they become law, will have a significant and positive impact on our PE and Sport Strategy. For further details about the Guarantees and the formal consultation process, which officially closes on 5th April, please go to www.dcsf.gov.uk. A number of key delivery partners will be making a formal reponse to the consulation. If you have any comments you would like to make please feel free to take part in the onsultation, even if it is only to support the positive nature of the Guarantees.

Priority Actions

Looking across the 450 local plans, the proposed proirity actions can be grouped into seven themes. These include activity to enhance;

  • Out of School Hours Learning
  • School Club Links
  • Club Development
  • Workforce Development
  • Monitoring and Evaluation
  • Communication

The emerging key issues for Government and the National Delivery Partners include;

  • The need to provide a robust national approach to measuring take up of the full five hour offer at a local and county level.
  • The need for greater clarity about the five hour offer (particularly the 16 - 19 offer)
  • The need for greater capacity within CSPs and club sport.
